The article proposes a method for building a qualitative risk index (RI), applied and validated during the development of the Municipal Risk Reduction Plan (PMRR) of Niterói. The RI combines the history of landslide occurrences and evacuations, socioeconomic vulnerability data and terrain susceptibility — modeled with SHALSTAB — to produce a preliminary ranking of risk areas within communities, guiding the allocation of technical and financial resources.
